My sister's scared of going out because of offenders?

Tell her that they are not alowed outside and they are locked inside. They cannot get out of the house no matter what they do. As for groceries, say they have people thatr bring them things every week. My Social studies teacher showed us of a map of my county and it scared the sh!t out of me! Over 500 in one county!
