Who would be responsible for funding programs to ist the nutritional problems of working poor in America?

Im writing a paper about the malnutrition of the working poor in America (those below the poverty line) and I was wondering who I would adress to solve the problems, such as enacting laws or policies to get aid to those people, and teach them how to feed themselves properly?
